Section 13. Cognizance of offences

No court shall take cognizance of any offence under this Act except on a complaint in writing of an authorised officer with respect to offences under sections 4,5 and 8 and on a report in writing of a police officer, not below the rank of Sub-Inspector, with respect to the offences under sections 6 and 7.
