Section 28. Power incidental for effective exercise of powers granted

Where, by any enactment, a power is conferred on any person or functionary to do or enforce the doing of any act or thing, all such powers shall deemed to be also conferred as are necessary to enable such person or functionary to do or enforce the doing of such act or thing.
