Section 7. Cognizance of offences

(1) No court shall, take cognizance of any offence punishable under this Act save on a complaint made by an officer empowered in this behalf by the Government, by a general or special order.

(2) No court inferior to that of a 1[Judicial Magistrate] of the First Class shall try offence punishable under this Act.
