According to petitioners, they are engaged
as daily wagers against sanctioned posts in

Uttarakhand Open University, Haldwani in
2006; however, their services have not been
regularised even after completing nearly 19
years continuous and satisfactory service. By
means of this writ petition, petitioners have
sought the following reliefs:
“i)
Issue a writ, order or direction in the
nature of mandamus, commanding and directing the
respondents to regularize the services of the
petitioners as Class-IV employees in Uttarakhand
Open University with all consequential benefits.
ii)
Issue a writ, order or direction in the
nature of mandamus, commanding and directing the
respondents authority to pay the minimum pay
scale and other service benefits to the petitioners.”
