The petitioner was selected once by the Tripura Public Service Commission for the post of Junior Medical Officer but she without joining to that post of Junior Medical Officer, borne in the Grade-IV of Tripura Health Services went for Post Graduate studies and when she came back after completing the Post Graduate course, the Government had appointed her on ad-hoc basis. There is no dispute that the Tripura Public Service Commission had recommended her by their notification dated 08.01.2013, Annexure-8 to the writ petition for the post of Junior Medical Officer/General Duty Medical Officer, borne in the GradeIV of Tripura Health Services under the Health & Family Welfare Department. Initially, the petitioner sought extension of time for joining when she received her offer of appointment made by the memorandum dated 28.12.2017, Annexure-6 to the writ petition. Such request for extension of time for joining to the said post was not considered. The said decision was communicated to the petitioner by the memorandum dated 19.10.2015, Annexure-4 to the writ petition. After joining on ad-hoc basis, the petitioner filed a representation to the Secretary to the Government of Tripura, Health & Family Welfare Department on 03.05.2017, Annexure-7 to the writ petition. The said representation was dealt with by the memorandum dated 03.07.2017, Annexure-9 to the writ petition holding that since she did not join in terms of the earlier appointment, she cannot be treated to have been appointed along with the persons who had joined to the said
