Hanumanthu, a retired LFL HM (PPO No. 79-000290/SP), whose retirement on 31.07.2020 was stated by his counsel, sought a mandamus under Article 226 declaring illegal and arbitrary the failure of Respondent Nos. 1-4 (Principal Secretary to Government, Finance & Planning Department; Director of Treasuries and Accounts; Sub Treasury Officer and District Treasury Officer, Jogulamba Gadwal District) to release his Earned Leave encashment of Rs. 13,12,682/- vide Token No. 2523530013, dated 21-12-2024, though the bills were finalized and generated in CFMS. Heard Mr. K.Chaithanya, learned counsel for the^petitioner, learned Government Pleader for Services-Ill for respondent^Nos.1 to 4 and learned Government Pleader for Services-I for^respondent No.5

Learned counsel for the^petitioner submits that the^petitioner retired from service on 3t.07.2020 and till now, his^retirement benefits were not released by the^respondents.

Learned G6vernment Pleader submits that the bills^pertaining to the retirement benefits of the^petitioner are already^processed. However, due to dearth of funds, the amounts could not be^released to the petitioner on time. Learned Government^{Pleaderfurther} submits that as^per seriatim of the token numbers,^{amounts willbe} released to the beneficiaries.
