High Court of Telangana at Hyderabad (Surepalli Nanda J., sole member), W.P. No. 1384 of 2023, decided 19.08.2025: Five Hand Pump Mechanics serving in Pitlam (Kamareddy), Shankarampet (A) and Narsapur (Medak) and Chinnakodur and Siddipet (Siddipet) mandals petitioned for a mandamus declaring the respondents' failure to regularize their services in terms of Supreme Court judgments - and the non-regularization of the petitioners on par with union member Sri Md. Masood Ali, regularized by G.O.Rt.No.182 dated 14.03.2017 - illegal, arbitrary and discriminatory, violating Articles 14, 16, 19, 21 and 23. An interim application (I.A. No. 1 of 2023, Section 151 CPC) sought payment of salaries pending disposal in terms of State of Punjab v. Jagjit Singh. Standing Counsel submitted that no representation embodying the grievance had been put forth to the respondents, and counsel for the petitioners did not dispute this. No. 27602 of 2019); H.K. Krishna Mandir Trust (AIR 2020 SC 3969); and this Court's judgments in W.P. No. 24377 of 2007 dated 08.09.2010 (2011(1) ALD 234), confirmed by the Division Bench on 10.06.2013 in W.A. Nos. 782 of 2010 and 854 of 2012, W.P. No. 27217 of 2017 dated 19.09.2017 (2018(2) ALD 282), and W.P. No. 23057 of 2019 dated 21.04.2020 (2020(4) ALD 379) - the Court held that the respondents failed to discharge their duty of examining the petitioners' regularization requests, and that the petitioners are entitled to consideration of their claim for the relief prayed for. The writ petition was ALLOWED: petitioners to submit a detailed representation with all supporting documents within one week; respondents to examine and consider it in conformity with principles of natural justice affording a personal hearing, applying para 53 of Uma Devi and the cited judgments, within four weeks, and to communicate the decision. No costs; miscellaneous applications (including the interim-salary application) closed.
