The issue involved in these contempt cases ls intrinsically interconnected and therefore, they are taken up and heard together and are being disposed of by this common order

Tod.ay, when the matter has been taken up for hearing, Sri Swaroop Oorilla, learned Special Government Pleader appearing for the respondents, placed a copy of the written instructions of the Director of Fisheries, wherein it is stated that in all the contempt cases, the Government has issued Administrative Sanction vide G.O.RI.No.S0 A.H., D.D. & F Dept., dated 29.07.2025 for Rs.26,97,71,000/- from the BE provision 2025-26 towards payment to the agencies for supply of fish and prr*.| se"d, during the Financial Year 2023-24. Further the Government also issued instructions vide Memo No. 1178/F / A2/2023 A.H., D.D. & F (A.H-l) Dept., dated: 12.08.2025 to take necessary action for payment to the petitioners towards the supply of fish seed/prawn juveniles. The Junior Accounts Officer/Drawing and Disbursing Officer, O/o. Director of Fisheries, Hyderabad has raised the bills in IFMIS portal vide T.8.R.No.20250000001166 & 20250000001165 for the same amounts for payment to the petitioners in these contempt cases. The said two bills are submitted in the Pay and Accounts Office, Hyderabad for payment to the (28)
