At this stage, learned counsel for petitioner submits that the petitioner ma) be permitted to submit the subject document before the registering aut rorities and further prav this Court to direct the registering authorities to c tnsider the same for regisLration.

It is perlinent to notc that in terms of the saici Circular. all the Sub_ Registrars shall in'ariably entertain the clocurnents a.d they shall, as expeditiously e s possible preferably within a periotl of one week, either register the d.cument or pass refusar order, in terms of the Regrstration Act, 1908 and Indi,rn Stamp Act, 1899 and communicate the same to the concerned parties; in no case, the Sub_Registrars shall not refuse the documents ora h' for registration and it must be foriowecl lrv a written refusal order

In view of the above^{and without expressing any opinion on merits} of the case, this^{writ petitionis disposedof, with a liberty to petitionerto} approach the Registering^{Authority with the subjectdocument and} thereafter it is open^{to the RegisteringAuthority to register/refuse the} subject document, as^{expeditiouslyas possible, preferablywithina period} of one (01) week from the^{date of receiptof thc subjectdocument, by duly} assigning reasons in support^{of such decision and communicatethe said} decision to the Petitioner.
