Petition under Article 226 of the Constrtution of lndia praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ of mandamus or any other appropriate writ order or direction declaring the proceedings of the circular Rc No.303/ APSC/2003 dated 20-12-2002 deny the hit that portion of the entitlement of earlier and restructing to half of entitlement and set -aside as illegal, arbitrary. discrimrnatory and contrary to Articles^'14, 16 and 21 of lhe Constitution of lndia and consequently direct the respondents to pay the arrears in terms of G.O.Ms.No.159, social welfare (K) Deptt., dt.'19-1 1-97 and also as per the entitlement of Rs.2,64,0001.
