It is pointed out by the applicant that it rs done for commercia.l purposes b-v the 5o' respondent viz., Telangana Statc Mincral Dcvelopment Corporation. The 5th respondent had floated tenders and awarded contracts to the various contractors, a few of them arc arrayed as respondents viz., respondcnt Nos.8 to 14.
