Petition under Article 226 of the Constitution of lndia praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to:

a) lssue an order or direction in the nature of Writ, directing the Respondent No.1 to 6 to implement HSRP scheme on all vehicles registered with any of the Registering Authorities in the State including the vehicles registered^{prior to} 02.12.2013, in Compliance to the HSRP norms as laid down^{in Rule 50, Clr/V} Rules 1989, New HSRP Order and the directions^given by the^{Hon'ble Supreme} Court of lndia;

b) lssue appropriate order or direction in the nature of^{Writ, directingthe} Respondent no-l to 5 to firmly enforce the compliance to the^{Rule 50 in terms of} old vehicle number plates with the HSRP.

The facts of the case reveal that a Government Order i.e., G.O.Ms.No.110, dated 02.12.2013, u'as issued bv the State Government ior affixing High Security Registration Plates on motor vehicles and the respondent No.6 'vas a\varded the rvork. Meaning thereb_v", the respondent No.6

is carrying out the^work of^{affixing High Security} Registration Plates on the^{motor vehicles right from 20 13} as per the agreement^{dated 08.02.2013.}

The petitioner, who is an^{Advocate,has filed the} present public interest litigation^{stating that ailthe} number plates in the^{State of Telanganabe replacedwith} the High Security Registration^{Plates and a mandamusbe} issued to the respondent^{No.6 to carry out the r'vork oi} changing the number^{plates.Meantng therebir,the} petrtioner wants the scope of^{tender issued by the State} Government to be enlarged^{by filing the public interest} tritigation. The agreement^{executed betweenthe responcien"} t'1o.6 and the State^{Governmentis only for the period} beyond 20 13.
