When the matter is taken up for hearing, counsel appearing for the petitioners had contended that the petitioners are willing to upgrade their Institutions by offering four courses. Counsel further contended that since the petitioners were not upgrading, the case of the petitioners was not considered and no recognition was granted in their thvour.
