This writ petition is filed^{praying to grant the follrwingreiief:}

Aggrieved by the cancellation of^{assignment t'f land to an} extent of Ac,O.33^guntas in^{Sy.No.527/63 and an ext(rnt of Ac.O.39} guntas in Sy.No.527/62 of Adloor^{Village,Kamaredd'z Mandaland} District, petitioners^{preferred appealsunderSection 4-A of the} Telangana Assigned Lands^{(Prohibitionof Transfers) P'ct, ).977( th,e} Act 9 of 1977. Alter establishing^{SpeciaiTribunal rrnderSection} 16 of the Telangana Rights in^{Land and PattadarPass Books Act,} 2020 (the Act 9 of 2O2Ol,^{the said appeds were trarrsferredto the} Special Tribunal. By the^{orderimpugned,the SpecialTribunal} dismissed the apPeals.

As can be seen from Section^{16 of the Act 9 o1 2020 and the} Rules notified vide G.O.Ms.No.4,^{Revenue(Assignment-l)} Department, dated^{12.Ol .202 1, the SpecialTribunal is constituted} only to consider appeals^{filed under Section 5 and revisionsfiled} under Section 9^{of the Telangana Rightsin Landancl Pattadar Pass} Bor.rks Act, 1971^{(Act 26} of^{t97ll, rvhich u'ere penrl ng b1' the time} tirc Act 26 ol'¹⁹⁷ t^{rvas repealed.Therefore,the Spe cial tribunalis}

not vested with pov/er to decide appeals preferred under the Act 9 ol 1977. Therefore, the orders impugned are ex facie illegal, without power and jurisdiction. The orders impugned are accordingly set aside.

The Special Tribunal is directed to remit the files relating to Appeal Nos.AS I 1351 I 2Ol7 & A5/ 1352/201.7 to the appellate authority under the Act 9 of 1977. The appellate authority shall consider the appeals on their own merits including the aspect of delay in preferring the appeals and decide the matters.
