one Mr. K, Swaminathan, IAS, who was then officiating as the Chief Commissioner of Land Administration, who retired as Chief Secretary, Andhra Pradesh State issued fake proceedings bearing No. CCLA's proceedings No,SEP/138/82, dt.3-07 -2001, wherein Mr. K, Swaminathan, IAS made a false statement that the 2nddefendant was handed over with possession of the evacuee land and carried out the mutatlon in his name and declared that those lands are alienable in the hands of his GPA holder i.e., the 3'ddefendant.The said Swaminathan, IAS was offlclating as an Authority under Act of 7972, is aware that a single individual cannot hold more than 5 acres of land within the peripheral area of the Urban Agglomeration of Hyderabad City and the said IAS officer has apparently abused his office bypassing an illegal order of handing over Ac.85-21gts ofland to a single individual against law. The2nddefendant, represented by his GPA holder-3'd respondent has instituted L.G.C.No, 24/200t on the file of Special Court againstthe plaintiffs No.1to 4 by claiming title and recovery ofpossession in respect of plaint "A" scheduleproperty byreferring fake documents dated 16-09-t967,7-10-1967 and theGPA Dt. 14- 12-L966 and the Mandal Revenue Officer,Rajendernagarfiled a statutory report dated 28-72-2001statingthat the allotment orders are suspicious and were underscrutinyby the District Collector, Ranga Reddy Districtvideletter bearing No. LPI/401198, dt.8-01-2001 and basingon the letter of the
