Therefore following the same this writ petition is allowed directing the respondents to treat the petitioner as a local candidate subject to the petitioners comply with the requirements of Para-4(d) of the Circular Memo dated 08.08.2016. There shall be no order as to costs.
As a sequel pending miscellaneous petitions, if any, shall
stand closed.
