Both the matters are taken up for hearing and disposed of by this common judgment and order as the grievances in these matters disclosed are identical.

The residents of Rajiv Gruhakalpa flats situated at Ahmedguda, Bandlaguda, Ranga Reddy District and allotted under weaker section scheme by the Andhra Pradesh Government in the year 2009 have written a letter dated 20.8.2014 to the Hon’ble Chief Justice. Basing on which, Public Interest Litigation No. 271 of 2014 was initiated. From the letter, it appears that there has been a dumping ground for garbage and waste materials of the twin cities of Hyderabad and Secunderabad adjacent to the housing area. This dumping ground of untreated waste materials is permanent source of pollution of environment and also health hazards. So they want immediate shifting of dumping site. From the report we notice that this dumping site was in existence even before this housing project was constructed. The grievance in the taken up Writ petition is also on similar lines.

The learned Advocate General appearing for the Greater Hyderabad Municipal Corporation submits that his client is concerned with this problem and he has received instructions to submit before this Court that the Greater Hyderabad Municipal Corporation will take such measures that will take care of this problem which has been indicated in their letter.

We desire that steps shall be taken as early as possible and preferably within a period of three months from the date of receipt of a copy of this order. The Municipal Corporation will also think over about the following ideas for collection, management and disposal of the garbage generated in the twin cities from the industrial units as well as from the household units. The Municipal Corporation may distribute free of cost to each and every household unit two receptacles with cover for collection of the garbage of both bio-degradable and

non-biodegradable materials separately, and this will be collected from door to door from individual house unit by the Corporation staff in the morning, or if possible, in the afternoon and it will be collected and carried in a covered vehicle and those segregated materials should be carried from the City to the dumping ground and this will be dumped separately. The biodegradable material so to be dumped on the dumping ground can be treated properly so that it can be used as a manure or for other purposes. As far as non-biodegradable material is concerned, this should be treated and recycled in such a way that it will not create health hazards or pollution hazards to any person in the locality. If this measure is taken, the pollution problem arising out of the garbage and waste materials in the twin cities can be taken care of to a great extent.

The learned Advocate General submits that his client is prepared as far as possible to implement any observation of this Court in this regard. However, this will be done in a phased manner. Therefore, we think that the Municipal Corporation will complete this exercise within a period of six months.

The Public Interest Litigation is accordingly closed.

In view of the order passed in P.I.L. No. 271 of 2014, no further order need be passed in taken up Writ Petition No. 3345 of 2009. The writ petition is accordingly closed.

Consequently, the miscellaneous applications, if any pending, shall also stand closed. No order as to costs.
