The authorities of the Civil Supplies Department inspected the premises of M/s.Venkateswara Modern Dal Mill, 4th respondent herein on 26.09.2012. Alleging that the true accounts were not maintained, huge quantities of redgram, redgramdal, greengram, greengramdal and blackgram were seized. The petitioner states that it is a dealer in various essential commodities, including pulses and that it has entrusted the redgram, blackgram and greengram purchased by it to the 4th respondent for milling. It is stated that the stock owned by the petitioner was seized on a totally irrelevant ground. Earlier, the petitioner filed W.P.No.38461 of 2012 feeling aggrieved by the seizure. Taking note of the fact that proceedings under Section 6-A of the Essential Commodities Act, 1955 (for short ‘the Act’) were already initiated before the District Collector, Nalgonda, 2nd respondent herein, the writ petition was disposed of on 14.12.2012 directing him to conclude the proceedings within a period of two weeks. The grievance of the petitioner is that the proceedings were not disposed of as yet and on account of continued detention of the stock, not only its business is adversely affected but also the seized stock is facing deterioration of quality.
