The facts of the case lie in a narrow compass. The petitioners claim to be the owners of Acs.19.30 cents of land in survey No.2197 (Patta No.573) of Sarvepalli Bit-2, Ramadoss Kandriga Village, Venkatachalam Mandal, Nellore District. It is the pleaded case of the petitioners that the Revenue Officials have illegally granted pattas in respect of the Government land admeasuring Acs.92.40 cents in survey No.2194/4, but they have issued Pattadar Pass Books and Title Deeds mentioning wrong survey numbers, which pertain to private lands. When the petitioners found that two persons by name Naidu Venkata Narasa Reddy, S/o.Audisesha Reddy and Verriboina Harikrishna, S/o.Balaramaiah were issued Pattadar Pass Books and Title Deeds in respect of Acs.17.62 cents and Acs.6.91½ cents respectively in survey No.2197 belonging to the petitioners, they have approached respondent No.4 for cancellation of Pattadar Pass Books and Title Deeds. As no action thereon was taken, the petitioners herein filed Writ Petition No.25505 of 2010 which was disposed of by this Court by order dated 01.11.2010 with a direction to respondent No.4 to take appropriate steps on the petitioners’ application. Instead of taking a decision on his own, respondent No.4 referred the case to respondent No.2, who has treated the reference as a suo motu revision.
