It is the case of the petitioner that originally, lands admeasuring Acs.2.62 cents covered by Sy.No.1109/2 and Acs.5.00 cents covered by Sy.No.944/2 of Akepadu Village, Rajampet Mandal, Kadapa District, were assigned in favour of Sri Mummadi Venkata Reddy and Smt. Pamuru Lakshumma respectively. It is stated that both the said assignees referred to above have obtained loan from the District Cooperative Central Bank Limited, Rajampet Branch, by mortgaging the said lands through the Primary Agricultural Cooperative Society, Mannur and when the loan amounts were not repaid, the Central Bank, which is a society under the provisions of the Andhra Pradesh Cooperative Societies Act, 1964, by obtaining awards, brought the said lands for sale and the petitioner has purchased the same in the auction conducted in execution of awards passed under the provisions of the Andhra Pradesh Cooperative Societies Act, 1964 against the original assignees. It is also stated that aforesaid sale was confirmed in favour of the petitioner and sale certificates were also issued. In this writ petition, it is the grievance of the petitioner that as he wanted to sell the aforesaid lands, he approached the third respondent for presentation of documents for registration but the same were not being received by the third respondent on the ground that originally, the said lands were assigned.
