2. The petitioners were appointed as Junior Linemen during the years 1992 to 1999 and rendered services ranging from 4 to 13 years respectively in O and M cadre. Subsequently, on conversion, they were appointed as LDCs/RCs, which is now re-designated as Junior Assistants, during the years 2003 to 2005. The case of the petitioners is that the A.P. Transco issued orders in T.O.O.(Addl. Secy. Per) M.No.231 permitting those who are employed on contract basis to count the service rendered under contract appointments for the purpose of seniority and further as per orders issued in T.O.(Addl. Secy. per) Ms.No.26 dated 27.4.2009, equivalent to half of the total service rendered in O and M cadres is taken for reckoning the seniority of Sub-Engineer for appointment by transfer as Additional Assistant Engineer(AAE). The grievance of the petitioners is that the services rendered by the employees on contract basis is being taken into consideration for the purpose of seniority, but the services of the regular employees who rendered services in O and M cadre, is not being considering for the purpose of seniority. The 5th respondent has communicated the revised seniority list of L.D.Cs of operation circle of Mahabubnagar as on 30.4.2008 vide memo dated 8.4.2009 wherein the names of the petitioners were shown at Srl.Nos.50, 83, 74 and 93 respectively. Therefore, the petitioners made representations dated 16.11.2011 to the 1st respondent – the Central Power Distribution Company of A.P., Ltd., represented by its Chairman and Managing Director through proper channel, but no action has been taken. Hence, the writ petition.
