Petitioners, who claim to have purchased the land to an extent of 500 sq.yds. bearing plot No.37 in Sy.No.176, situated at Kottapet Village, Hayathnagar Mandal, Ranga Reddy District from one Panjala Ramaswami, under a registered sale deed, dated 1.6.1996 filed this writ petition stating that their vendor purchased the said property under a registered sale deed vide document No.939 of 1965, dated 28.6.1965 after issuing notice under Section 26 of the A.P. Urban Land Ceiling and Regulations Act, 1976 to the competent authority, who in turn, vide proceedings in L.Dis.S.O. & C.A.ULC No.D2/488/26/83, dated 15.2.1983 informed the petitioners’ vendor that the authority does not wish to exercise first option for purchase the subject-land and it is not required by any department of the State Government. After purchase, petitioners claim to have obtained permission from the L.B.Nagar Municipality to construct a residential complex in the said land and while the construction was in progress, it is alleged, the third respondent-Tahsildar came to the spot and without passing any order or serving any notice threatened that any further construction will be made, the same will be demolished. Therefore, they seek a writ of mandamus to direct the respondents not to interfere with the construction being carried on by the petitioners in accordance with the sanctioned plan obtained from the Commissioner of L.B.Nagar Municipality.
