The petitioner claims ownership over Ac.2-96 cents and Ac.0-10 cents in Sy.No.84/2 and 89/2, respectively, of Kamayyapalem Revenue village, Jeelugumilli Mandal, West Godavari District. She has traced her title by a sale deed executed by a non-tribal which was subject matter of proceedings before the Special Deputy Collector (Tribal Welfare) of Kotaramachandrapuram under the provisions of A.P. Scheduled Areas Land Transfer Regulation 1 of 1959, as amended by Regulation 1 of 1970, wherein the Special Deputy Collector has declared that the purchase made by the petitioner has not contravened those regulations. It is the pleaded case of the petitioner that in the first week of August 2007, she has applied to respondent No.2 for grant of pattadar passbook and title deeds under the provisions of A.P. Rights in Land and Pattadar Passbooks Act, 1971 and that respondent No.2 has issued pattadar passbook, but did not issue the title deed. The petitioner is stated to have made several representations including the one dated 16-8-2010. The grievance of the petitioner is that despite these representations, respondent No.2 has not issued the title deed. At the hearing, the learned Assistant Government Pleader for Revenue while stating that she has no instructions so far, however submitted that if the petitioner’s application for issuance of title deed is pending, respondent No.2 will dispose of the same at the earliest possible time.
