The petitioners herein allege that they purchased the land admeasuring Ac.0.55 cents in Survey No.372/2 and Ac.0.45 cents in the same survey number situated at Kapuluppada Village of Bheemunipatnam Mandal in Visakhapatnam District under registered sale deeds. The vendor is Nalla Kannamma represented by her General Power of Attorney holder. They allege that the husband of the vendor was assigned the land as an Ex-serviceman. They submitted an application in the E-Seva Centre, Visakhapatnam, for grant of Pattadar Pass Books and Title Deeds, in vain. Therefore, they filed the instant Writ Petition.

As seen from the receipt issued by the E-Seva Centre, the first petitioner submitted the applications in September and October 2006. Even before the second respondent could initiate the action, they filed the instant Writ Petition.

This Court does not find any gross arbitrariness in the inaction complained. However, it is brought to the notice of this Court that one of the other purchasers filed a Writ Petition, being W.P.No.3138 of 2007, for a similar relief, and this Court disposed of the matter on 28.02.2007. In view of the same, this Writ Petition is also disposed of directing the second respondent to pass necessary orders on the application submitted by the petitioners, after conducting enquiry in accordance with the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971, and the Andhra Pradesh Rights in Land and Pattadar Pass Books Rules, 1989, within a period of six weeks from the date of receipt of a copy of this order.

The Writ Petition is accordingly disposed of. No costs.
