The petitioner is the wife of an employee of the respondents—Corporation who died in harness on 18-1-1997 while in service. The petitioner submitted an application on 28-5-1997 for a suitable employment on breadwinner scheme. The respondents rejected the application of the petitioner on 19-5-1999 on the ground of non-possessing of minimum educational qualification of 8th Class. Against the said order, the petitioner filed W.P.No.13485 of 2001 before this Court and the same was disposed of 4-7-2001 with a direction to the respondents to consider the case of the petitioner for the post of “Cleaner” and pass appropriate orders within three months. In pursuance of the order of this Court, the second respondent passed an order on 25-9-2001 rejecting the application for providing employment to her son with a new ground that her son did not complete 18 years of age on 17-1-2000. She again made an application on 4-9-2003 before the second respondent requesting to consider the case of her son for employment under breadwinner scheme as per the Circular No.PD60/2003 dated 30-7-2003. The grievance of the petitioner is that the respondents did not pass any order on the representation dated 4-9-2003, therefore, she approached this Court seeking a direction to the respondents to consider the application dated 4-9-2003 regarding the employment of her son on breadwinner scheme.
