What did the court decide?
In construing s. 16 of the Essential Commodities Ordinance, 1955, the whole section must be read together and both parts reconciled; neither part may be omitted. The first part, in clear and unambiguous terms, continues the 1948 Order in force notwithstanding the repeal of the 1946 Act, and the second part saves appointments, licences, permits and directions issued under the Order before the Ordinance commenced, the word 'accordingly' showing that those acts depend on the continuance of the Order itself.
