At the outset, learned counsel for the petitioner seeks permission to withdraw this writ petition, however, simultaneously he seeks direction to the learned Appellate Authority to decide the stay application which is filed by the petitioner alongwith his appeal.
Learned counsel appearing for the respondents does not object the same.

In view of above, this writ petition is dismissed as withdrawn. However, learned Appellate Authority is directed to consider and decide the stay application filed by the petitioner alongwith his appeal within a period of four weeks from the date of receipt of certified copy of this order.
Stay application and pending applications, if any, also stand disposed of.
It is made clear that this Court has not expressed any opinion on merits of the case and the learned Appellate Authority shall decide the stay application independently and strictly in accordance with law.
