furtherance to the order dated 25.11.2022, P.L.P.C. found encroachment of about 74 persons. It has been submitted that since 19 encroachers have preferred various writ petitions, detailed out in para No.9 of the Status Report, the other encroachment from Khasra No.395 has been removed on 03.12.2025, leaving the permanent construction of residents. The details of encroachment, which has been removed, have been mentioned in para No.10 of the Status report dated 05.12.2025. 3. Having heard the counsel for both the parties and from the facts noticed hereinabove, we find that the respondents have taken necessary and required steps, in furtherance to the Representation made by the petitioner for removal of encroachment from Khasra No.395 and the P.L.P.C notified 74 encroachments. Further, we found that the steps have also been taken to remove the encroachment, leaving the residential area and the area where in respect of which the encroachers have filed writ petitions. In this way, the respondents may not be held guilty for disobedience of the order dated 25.11.2022 much less there is no willful or deliberate disobedience which is indispensable element to prove a person for guilty of civil contempt.
