Learned counsel for the petitioner has relied upon the dictum encapsulated in the judgment passed by Coordinate Bench of this Court in SBCWP No. 3118/2008 titled as Parmanand Sharma & Ors. vs. State of Rajasthan & Ors and submitted that the petitioner wants to file a representation before the concerned authorities.
In light of aforesaid prayer so made, this Court deems it appropriate to direct the respondents to consider the representation so filed by the petitioner and pass a speaking

order, strictly in accordance with law, after tendering a reasonable opportunity of being heard to the petitioner and/or his counsel.
It is expected that the respondents would pass a speaking order after considering the said representation, as expeditiously as possible, preferably within a period of 30 days.
Accordingly, the present petition is disposed of, with the aforesaid directions. Pending applications, if any, shall stand disposed of.
