Learned counsel for the parties are in agreement that the controversy involved in the present case is squarely covered by a judgment of this Court rendered in a batch of writ petitions led by S.B.Civil Writ Petition No.4452/2019 (Goverdhan Singh Parihar vs. The State of Rajasthan & Anr.), decided on 10/11/2021 .

For the same reasons, the present writ petition is disposed of with a direction to the petitioner to file a fresh representation within a period of 15 days from the date of receipt of certified copy of this order to the respondent No.2-District Magistrate, Bikaner and the District Magistrate, Bikaner shall pass a speaking order preferably within a period of two months from the date of

receipt of the representation from the petitioner, keeping in mind the relevant judgments mentioned in the order passed by this Court on 10/11/2021, the existing policy of the State, strictly in accordance with law.
