Learned counsel for the respondent, at the outset, submits that the grievance of the petitioner can be addressed by competent authority of the respondent No.3, if the petitioner files a fresh and detailed representation.

Learned counsel for the petitioner submits that though he has a strong case on merits, but to put the controversy at rest, he is agreeable to filing the fresh representation only if the respondents are willing to adjudicate the same in a time bound manner as the earlier representations were kept in abeyance for years altogether.

Having heard the learned counsel for the parties and upon perusal of the record, this Court deems it appropriate to direct the

petitioner to file a detailed representation before the respondent No.3 within a period of 15 days.

The respondent No.3 is also directed to consider the representation of the petitioner within a further period of 60 days from the receipt of the representation. The grievance/representation of the petitioner be decided in accordance with law, by way of speaking and reasoned order, after giving an opportunity of personal hearing to the petitioner.

The writ petition is accordingly disposed of with the aforesaid directions. The petitioner would be at liberty to approach the Court if the need so arises.
