“Thus, the petition is disposed of with a direction to the respondents not to make any recovery pursuant to impugned order and if any, recovery has been made, the same would be refunded. However, the prospective application of the scale as per the impugned order shall be continued. The respondents shall however be required to decide the issue of retiral benefits due to the petitioner within a period of three months for which the petitioner shall co-operate in the same.”
