The petitioner, by this writ petition, is challenging the order dated 18.01.2019 with the prayer that the order should be modified and the respondents be directed to include formal contractual employees in the scheme for sorting out problems of the contractual workers in the Government.
I have considered the submissions and find that the order dated 18.01.2019 is a letter issued by the Principal Secretary to all the Additional Chief Secretaries and Secretaries requesting them to provide the details relating to the contractual employees working in the respective Departments. Such a letter is innocuous letter which neither create any right nor takes anybody’s rights and is therefore is not amiable to writ jurisdiction as it is purely an administrative letter.
Writ petition is misconceived and is accordingly
dismissed.
