The administrative orders run contrary to the statutory Rules thus cannot be applied. It is otherwise well settled that the qualification for the post remains in the domain of the State Government and it cannot be subjected to scrutiny by the Courts unless it I2cKs kompetcriEd'or ! ti are otherwise unconstitutional.

Taking into' consideration the limited jurisdiction of the I Court, we do not find any ground to cause interference in the Schedule appended to the Rules of 19Hproviding qualification for
