Only grievance of the petitioner is that State-respondents are proceeding with to accord promotion without first finalizing the seniority list (Annexure-5) with reference to selection year 200407.

According to the learned counsel for the petitioner, petitioner has addressed several representations including objection to the

seniority list but the State-respondents have not addressed the grievance to assign correct placement to the petitioner in the seniority list and to accord him consequential benefits thereof.

Upon hearing the learned counsel for the petitioner and on perusal of the materials available on record; for the present the petitioner is required to address a comprehensive representation to the State-respondents within two weeks hereinafter, detailing out his grievances raised in the instant writ application.

In case, a representation is so addressed, the Staterespondents are directed to consider and decide the same by a reasoned and speaking order, so also they are required to inform the petitoner of the decision arrived at on the objections filed by him to the seniority list.

The exercise aforesaid be done as expeditiously as possible; however, in no case later than six weeks from the date of receipt of the representation along with a certified copy of this order.

With the observations and directions, as indicated above, the writ as well as stay application stand disposed off.
