register, were not issued to any person, and yet attested blank by Om Prakash Sharma, Notary Public Reg.No.741. The stock register was not found with the licensee at the time of inspection—a clear breach of the conditions of license. Stamp paper duly typed as for various purpose such affidavits, rent notes, and gas connections, but without the name of the affiant were found in the possession of the licensee. A show cause notice to the petitioner followed on 26-8-2014. The petitioner in person appeared with the record before the competent authority and submitted that on 11-8-2014 he had issued ten stamps of Rs.100/- in favour of one School Sky Lab Public Senior Secondary School Nadbai, the entry was made in the register, but due to shortage of time the required entries could not be made on back of the stamp papers. On 30-10-2014 another notice was issued to the petitioner as also the Notary Public Om Prakash for their appearance on 3-11-2014 before the Collector in regard to the enquiry underway. Thereafter vide order dated 11-11-2014 petitioner's license as stamp vendor was cancelled. Seizure of sale and stock registers followed. This has been challenged as being in violation of principles of natural justice in so far as the impugned order is stated to be cryptic and unreasoned overlooking the petitioner's defence.
