The present second appeal h as been filed by the plaintiff against t h e concurrent judgments and d e crees of the learned Courts below, w h ereby suit filed by the plaintiff / appellant for declaration that the imp u gned order dated 29.3.201 1 passed by the Deputy Commissioner, Karnal whereby the sanc t ion granted to the plaintiff to raise construction on the plot in questi o n had been withdrawn, has been dis m issed by both the Courts below .
After arguing for some ti m e, when this Court was not inclined to interfere in the concurre n t findings recorded in the judgments and decrees of the learned C o urts below, learned counsel for the a ppellant prays that he may b e permitted to withdraw the
