The present bunch of writ petitions, the details of which are mentioned in the heading, involve common point of law and common set of facts, hence, they are being dealt together.

In the present petitions, the issue raised by the petitioners is with regard to that all the petitioners are retired employees of the state of Haryana and having served its various department. Petitioners opted for commutation of their pension in terms of the applicable provisions of Chapter 11 of the Punjab Civil Services Rules, Volume II and question raised for consideration and adjudication is as to whether portion of pension commuted by the pensioner should be restored after completion of 15 years from actual date of commutation as provided in Rule 11.1 (2) of PCS Rules, Volume II or it should be restored after a lesser period i.e. about 12 years.

Learned Senior Counsel appearing on behalf of the respondents -UHBVNL submits that the issue raised in the present bunch of petitions has already been decided by a Co-ordinate Bench of this Court vide order dated 27.11.2024 passed in CWP No. 9426 of 2023, titled as ‘Shila Devi and others v. State of Punjab and others’, along with other connected cases. The said judgment has also been relied upon by other Division Benches of this Court while dealing with similar issues.

judgment passed in Shila Devi’s case (supra), the petitioners might not be interested in pursuing the present remedy as no one has appeared on behalf

of the petitioners since 2024 to press the present petitions.
