This petition has been filed for initiating proceedings under the Contempt of Courts Act, 1971, for alleged wilful disobedience and non-compliance of order dated 17.02.2026 (Annexure P-1), passed by the Writ Court in CWP-4746-2026, titled as ‘Lakhwinder Singh and others vs. State of Punjab and others’.

Upon advance copy of the petition having been furnished, learned State counsel had put in appearance on behalf of the respondent and sought time to file compliance affidavit.

On resumed hearing today, learned State counsel submits that compliance affidavit dated 07.09.2026, of Ashok Kumar, Joint Directorcum-HOD, Department of Planning, Directorate of Statistics, has been filed in the Registry and appended therewith is speaking order dated 02.09.2026 (Annexure R-1), purported to have been passed in compliance of the

aforesaid order dated 17.02.2026 (Annexure P-1). The same is taken on record. A copy thereof stands furnished to learned counsel opposite.

Learned counsel for the petitioners submits that since substantial compliance has been made by passing a speaking order dated 02.09.2026 (Annexure R-1), the grievance of the petitioners does not survive. He, thus, prays that the present petition be disposed of as not pressed any further with liberty to the petitioners to challenge the speaking order dated 02.09.2026 (Annexure R-1), in accordance with law.
