The present contempt petition has been filed alleging violation of order dated 02.12.2025 (Annexure P-1) passed by the Writ Court in CWP-33365-2025, titled as ‘Kulbhushan Bansal Vs. State of Haryana and Another’ whereby the writ petition was disposed of with the following observations:

3. Learned State counsel, on instructions, contends that the Department has constituted a committee to look into the petitioner's grievance, as also that of similarly placed employees. The committee will determine entitlement of employees on the basis of fifteen per cent of total sanctioned posts of Lecturer (Group-B)/Programmer (Academic), by excluding the lecturers who have already retired from service. Thereafter, the benefit will be extended to the petitioner, if found entitled. The entire exercise will be completed within three months .”

It is submitted by learned counsel for the petitioner that although in compliance of the aforesaid directions, benefit has been granted to the petitioner, however, the same has been granted w.e.f 01.01.2025 whereas the same was due to the petitioner from 30.06.2024.

Learned State counsel has produced a copy of speaking order dated 18.05.2026 passed by Higher Education Department, Government of Haryana, in compliance of order dated 02.12.2025 passed by the Writ Court. It is submitted by the learned State counsel that the petitioner has been found eligible w.e.f 01.01.2025; accordingly in terms of order dated 18.05.2026 (Annexure R-1), all the benefits due to the petitioner have been released to him.

At this stage, learned counsel for the petitioner submits that the present petition may be disposed of with liberty to the petitioner to challenge the order dated 18.05.2026.

In view of the facts noted above, no further orders are required to be passed in the present petition; and the same stands disposed of, accordingly.

The petitioner would be at liberty to challenge the aforesaid Speaking Order, in accordance with law, if so advised or any cause of action still survives.
