Pursuant to the previous order passed by this Court, counsel for respondents No.2 and 3 has placed on record a copy of speaking order bearing No.PHSC/EE/PTA/2025/07 dated 22.08.2025. The relevant extract of the order is reproduced hereunder:-

“1. In light of the above reproduced orders, the undersigned had examined & going through the concerned record the balance payment of the petitioner is as under:

As per directions issued in meeting dated 07.04.2025 held at Head Office, Punjab Health Systems Corporation (Minutes of the same issued by Superintending Engineer, Punjab Health Systems Corporation, SAS Nagar vide letter No. 207-14 dated 16.04.2025), all the ongoing & completed works cost of more than 10.00 lakhs will be technically & financially audited by 3^rd party before disbursement of final payment to the agency & 3^rd party for this work is yet to be appointed by Head Office, Punjab Health Systems Corporation. The final bill of this work has already been passed & the payment of the same will be released to the agency within 45 days subject to clearance from 3rd party audit.”

On the basis of instructions received from Mr. Sanjay Jindal,

Executive Engineer (Civil), Punjab Health Systems Corporation, Patiala, counsel for respondents No.2 and 3 states that payment of Rs.21,52,961/will be released to the petitioner within a period of 45 days from today, subject to clearance from third party audit.

Counsel for the petitioner is satisfied with the statement made by the official respondent.

In view thereof, writ petition is disposed of.
