Le a rned State counsel has refer r ed to the status report, date d 09.05.2025, fil e d by respondent no.2 and conte n ds that there is no threat to th e petitioner’s life and liberty as on date. That the DIG, Patiala Ran g e, Patiala has further reporte d tha t a detailed threat analysis and r i sk assessment was conducted a s pe r protocol for private protectees. It has been found that petitione r Sa t vir Chand is a Government Teacher residing at Village Naw a Ga o n, PS Khanauri, District San g rur. The DIG, Patiala Range , Pa t iala has further reported that a s per Threat Perception Report , the r e is no threat to the petitione r at his village Nawa Gaon P S Khanauri, District Sangrur.

Satvir Chand has alleged tha t he was attacked at the instanc e of M LA Shutrana (Patiala). Furth e r it has been alleged that Satvi r Ch a nd was transferred from Villa g e Chicharwala to Governmen t Pri m ary School Ratta District Gu r daspur at the instance of ML A Sh u trana. The threat analysis an d risk assessment report of th e pet i tioner reveals that the petitio n er feels victimized as he wa s tra n sferred from Government Primary School, village Chicharwal a Di s trict Patiala to Government P rimary School, Ratta Distric t Gu r daspur.

That it has been further repo r ted that Satvir Chand as well a s his brother Jasvir Chand has ap p lied for a new Arms License , wh i ch is under process with the o ffice of Deputy Commissioner , Sa n grur. The office of SSP, Sangr u r has recommended the case fo r iss u ance of new Arms License to the petitioner Satvir Chand an d his brother Jasvir Chand.

That it has been reporte d that based on the facts an d cir c umstances of the case, area se c urity through regular patrollin g ha s been constantly provided to S atvir Chand at his residence a t vil l age Nawa Gaon Police Stati o n Khanauri District Sangrur . Fu r ther contact details of local p olice station as well as polic e co n trol room as well as mobile p hone numbers of Dy.SP Sub - Di v ision, Patran, SHO PS Patran an d SHO PS Shutrana have bee n pr o vided to Satvir Chand for obt a ining swift help in case of an y em e rgency. Furthermore, Satvir C h and has been apprised about hi s rig h ts under the Standard Op e rating Procedure (SOP) fo r pr o tection issued by the State Gov e rnment. He has been advised to
