Instant petition has been filed under Article 226 of the Constitution of India for issuance of a writ in the nature of mandamus directing respondent No.3 to initiate the case of the petitioner for premature release as he has already undergone more than 14 years of actual sentence out of total substantive sentence of 20 years as per the policy/instructions of Haryana Government dated 04.02.1993 (Annexure P-2).

Perusal of the reply filed by way of an affidavit of Superintendent Jail, District Jail, Gurugram shows that vide office letter No.1226 dated 25.01.2020, the case of the petitioner for premature release has already been forwarded to the office of respondent No.2 for placing it
