The petitioner is statedly a victim of '1984-riots' to whom Red Card has been issued by the Deputy Commissioner, SAS Nagar Mohali. It appears that the petitioner was in unauthorized occupation of one MIG residential flat but he was dispossessed on the premise that he had been allotted a residential Unit at Ludhiana. The petitioner's case is that pursuant to the order passed by this Court, an enquiry was held and it was found that the allottee of Ludhiana Flat was some one else and not the petitioner. The petitioner thus again put up his claim for allotment of a residential Unit as per the Government Policy.

We find from the recommendations made by the office of the Commissioner, Roopnagar Division dated 17.11.2015 that the petitioner's claim alongwith that of other riot-affected persons is under active consideration. Neither the authorities have rejected the petitioner's claim nor have shown

any reluctance in accepting the same.

In these circumstances, though it is not expedient for this Court to express any views on merits or to entertain the petitioner's request for allotment of a MIG Flat out of turn without considering the claim of other similarly placed riotvictims but keeping in view the fact that riot-victims are awaiting for last over three decades to receive the benefits under different Government Polices, this writ petition is disposed of with a direction to the respondent-authorities to expedite the process of allotment of residential Units to all the riot-victims subject to their eligibility as per the conditions laid down in the Government Policies and the parameters laid down by this Court vide order dated 14.09.2010 passed in CWP No.16345 of 2009 (Kuljit Singh and others versus State of Punjab and another) (P-8). It shall be appreciated if the authorities take the decision re: allotment of sites to the riotsvictims like petitioner, within a period of four months from the date of receiving a certified copy of this order.
