Only grievance of the petitioner is that grant given vide letter/memo, Annexure P2 has not been utilized till now. He prays that a writ in the nature of mandamus be issued to direct the respondents to do the needful.
I am of the considered view that letter/order of this nature is merely directory, thus, no mandamus can be issued. Normally this court would refrain from issuing a mandamus for implementation thereof. However, respondent no. 2 may look into the grievance of the petitioner and take appropriate decision. Disposed of.
