respondents is that the petitioner had filed a civil suit challenging Annexure P-1 which was dismissed being not maintainable. Thereafter, he filed C.W.P. No. 3826 of 1999 seeking quashing of the bill dated 23.7.1995 (Annexure P1), Bill dated 19.11.1998 (Annexure P3) and bill dated 15.3.1999 (Annexure P5). A Division Bench of this Court declined to entertain this petition vide order dated 22.3.1999. This is a second writ petition on the case cause of action which required to be dismissed. Moreover, after dismissal of the civil suit, the petitioner had approached the Dispute Settlement Committee, Ludhiana. The case of the petitioner was considered at length by the Committee on 18.11.1998 (Annexure R1). The Committee was of the view that the consumer's account has to be overhauled for the period in question and the decision of Circle Level Dispute Settlement Committee was upheld by the Zonal Level Dispute Settlement Committee on 23.2.1999 (Annexure R2). Finally, vide order dated 3.5.2000 (Annexure R3) the appeal filed by the petitioner was dismissed. While examining the appeal it has been observed that the petitioner had deposited 20,300/- before the Circle Level DSC and thereafter 54,667/- after the decision of the Zonal Level DSC.
