“The recommendations of the Second Pay Commission as accepted by Government envisage the bifurcation of the cadre of Clerks in each Department into Clerks and Senior Clerks on a 50:50 basis. The duties such as minor noting and drafting, preparation of bills, recording of files, recordkeeping, maintenance of stores and stock etc. have been suggested by the Commission for being assigned to the Senior Clerks, while the Clerks would perform routine duties like those of diary, despatch and type etc. The duties which have been assigned to the Senior Clerks in a Government office for a few years can be considered to have acquired, the necessary knowledge and experience for performing them. Though the duties of the posts of Senior Clerks and Clerks involve some difference in responsibility, yet the difference is not so large as to attract the formation of a separate independent cadre for the Senior Clerks. The placement of a Clerk in the scale of Senior Clerk would not thus involve any promotion in the conventional sense, from a post of lower responsibility to a post of distinct higher responsibility or from one cadre to another or from a lower class to a higher class of service.
