provisional pension under Rule 9.9 of Punjab Civil Services Rules, Vol.II, which was revised w.e.f. 1.1.1996 and thereafter w.e.f. 1.1.2006. Criminal appeal of the petitioner was decided by this Court vide order dated 15.11.2010, wherein offence under Section 304-B IPC was converted into Section 306 IPC and the sentence of seven years was reduced to three years with a further direction to pay `30,000/- as compensation. Sentence awarded under Section 498-A IPC was maintained. Petitioner completed his sentence of three years on 29.9.2012. In the meanwhile, respondent No.5-Head Master, Government High School, Aklia Kalan, Bathinda sent a pension case of the petitioner to the Accountant General (A&E), Punjab-respondent No.3. The same was returned vide letter dated 31.3.2011 with a direction to seek approval of the Principal Secretary to Government of Punjab, Department of Education (Schools), Punjab-respondent No.1. Respondent No.5 thereafter sent the case of the petitioner to the District Education Officer (Secondary Education), Bathinda, who forwarded the same for approval from the competent authority on 24.8.2011. Respondent No.4 wrote to respondent No.2-Director, Public Instructions (SE), Punjab vide letter dated 14.9.2011 for approval as per the requirement of the statutory rules, but thereafter no action has been taken and the case is pending with respondent No.2.
