Submission of the petitioner is that he emerged as the only successful tenderer in contract floated by respondents for the Centre at Malerkotla in district Sangrur for the purpose of loading and unloading of food-grains. However, the contract has not been awarded to him and he fears that it may be awarded to respondent No.6, who has not even participated in the tender process by giving any bid.
It is an admitted fact that as of now no such contract is
awarded to respondent No.6. If respondent No.6 had not participated in the tender process, normally, contract would not be awarded to him. We are of the opinion that there is no cause of action for filing this petition at this stage, as it is only based on apprehension and no such action is taken by the official respondents so far.

However, as the petitioner has made a representation to the respondents to give him the work, as he is the only successful tenderer, the respondents may look into the said representation and take a decision.
With these observations, this petition is dismissed as
pre-mature.
