applied for regularization in the year 1985-86 and still later in the year 1990, but she was not regularized by the respondents on the alleged ground that she did not fulfill the necessary qualification. The petitioner would contend that this objection itself was brought only in the written statement for the first time and the petitioner's own request for regularization had been spurned off even without giving any reasons till she filed the writ petition. The petitioner would point out to the statement made by the State contending that the petitioner had Home Craft Diploma from the Department of Technical Education, UT, Chandigarh, but this was not recognized by the Punjab Government. This, according to the petitioner, is wrong and without reference to the letter issued by the Secretary on 12.05.1969 recognizing the diploma course in Junior Basic Training (JBT) Home Science run by the Government, Central Crafts Institute for Women, Chandigarh, as equivalent to JBT Punjab. In the letter dated 12.05.1969, the reference had been made to JBT Home Science and this was clarified subsequently on 04.08.1976 that “Junior Basic Training (Home Science) must be read as a course in Junior Basic Training (Home Crafts).” Evidently, the contention taken by the respondents that the petitioner did not fulfill the necessary qualification is erroneous. The petitioner was entitled to be regularized and there shall be a direction to that effect through this order.
